How to Cite a PDF in APA Format (7th Edition)

Updated March 2026 · 5 min read

Quick Answer APA 7th edition does not have a special format for PDFs. Cite the PDF based on its document type: journal article, government report, book chapter, etc. Include a DOI if available, or the URL if not. You do not need to write [PDF] in the citation. Use the APA Citation Generator Chrome extension when you have the source open in your browser.

PDFs are one of the most common formats for academic and government documents, but many students get confused about how to cite them. The key insight: PDF is just a file format. APA cares about the type of document — not how you accessed it. A journal article is cited as a journal article whether you read it on a screen, printed it, or downloaded it as a PDF.

The Core Rule: Cite by Document Type, Not File Format

Before you format a PDF citation, identify what kind of document it is:

What Is the PDF? Cite It As
Article from an academic journal Journal article (with DOI)
Government agency report Report
Chapter from an edited book Book chapter
Full book available as PDF Book (with DOI or URL)
Conference presentation or poster Conference paper/presentation
Organization's published report Report
Thesis or dissertation Thesis/dissertation
Newspaper article downloaded as PDF Newspaper article

Journal Article PDF (Most Common)

Template Author, A. A., & Author, B. B. (Year). Title of article. Journal Name, volume(issue), page–page. Https://doi.org/xxxxx
Example Hofmann, S. G., Asnaani, A., Vonk, I. J. J., Sawyer, A. T., & Fang, A. (2012). The efficacy of cognitive behavioral therapy: A review of meta-analyses. Cognitive Therapy and Research, 36(5), 427–440. Https://doi.org/10.1007/s10608-012-9476-1
DOI first: Always prefer DOI over URL for journal articles. DOIs are permanent — URL links to PDFs frequently break. Find the DOI on the first page of the article or via CrossRef (crossref.org).

Government Report PDF

Template Author, A. A. (Year). Title of report (Report No. XX). Agency Name. URL
Example National Institute of Mental Health. (2023). Mental health statistics. U.S. Department of Health and Human Services. Https://www.nimh.nih.gov/health/statistics

Organization Report PDF

Example — No Individual Author World Health Organization. (2024). Global health estimates: Life expectancy and leading causes of death and disability. WHO Press. Https://www.who.int/data/gho/data/themes/mortality-and-global-health-estimates

When the organization is both author and publisher, list the organization once in the author position and omit the publisher to avoid redundancy.

Book Available as PDF

Template Author, A. A. (Year). Title of book. Publisher. Https://doi.org/xxxxx
Example Brown, B. (2010). The gifts of imperfection. Hazelden Publishing. Https://doi.org/10.1234/example

DOI vs. URL: Which to Use?

Avoid direct PDF file URLs: URLs ending in .pdf break frequently — the file gets moved or renamed. Link to the landing page or DOI whenever possible.

PDF with No Author

When a PDF has no identifiable author, the organization that published it typically becomes the author:

Example — Organization as Author American Psychological Association. (2020). Publication manual of the American Psychological Association (7th ed.). American Psychological Association. Https://doi.org/10.1037/0000165-000

If there truly is no author and no organization, move the title to the author position:

Example — Title as Author Annual report on global food security. (2022). International Food Policy Research Institute. Https://www.ifpri.org/publication/annual-report

Frequently Asked Questions

How do I cite a PDF document in APA format?

Cite it based on document type, not file format. A journal article PDF is cited as a journal article. A government report PDF is cited as a report. Include DOI or URL. You do not add [PDF] to the citation.

Do I need to say [PDF] in an APA citation?

No. APA 7th edition does not require specifying the PDF format. Cite the document by its type and include the access link as normal.

What is the APA format for a government report PDF?

Author, A. A. (Year). Title of report (Report No. XX if available). Agency Name. URL.

Should I use DOI or URL for a PDF citation in APA?

Use DOI if available — it is permanent and preferred. If no DOI exists, use the URL of the page where the PDF can be found. Avoid direct .pdf file URLs as they break frequently.

How do I cite a PDF when there is no author?

If an organization published it, use the organization as the author. If there is truly no author or organization, move the title to the author position. Use (n.d.) if there is also no date.
